Permanent Affordability Commitment Together (PACT) is program launched by NYCHA to renovate and modernize its existing housing stock. Through PACT, developments will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.

Frederick Samuel Apartments PACT Partners

Our team is comprised of experienced affordable housing development professionals selected by NYCHA and the Frederick Samuel Resident Leaders to renovate and preserve the Frederick Samuel Apartments. When completed this project will bring significant upgrades and repairs to the 42 buildings and 664 units within the Frederick Samuels portfolio, as well as enhanced social services and property management for
the residents.
